More than a year has passed after professor Victor Dmitrievich Perevalov had passed away. He was an example both in profession and in life. His way on Earth was full of bright events. His numerous students, colleagues and all of those, who knew him just a little bit, keep the fondest memories about him. Victor Dmitrievich has been loyal to the chosen field and native Alma mater for the whole life. Victor Dmitrievich Perevalov is an outstanding scientist-lawyer, lecturer, the brightest representative of the Ural Law School, Doctor of Laws, professor, Honored Lawyer of the Russian Federation, professor emeritus of our university, one of the developer of the Constitution of the Russian Federation, rector (2001-2007) and the President of USLA-USLU (2008-2018).
Victor Dmitrievich was born on November, 6 in 1941 in Bolshaya Gryaznukha village on Kamenskiy district of the Sverdlovsk oblast. In 1964 he joined Sverdlovsk Law Institute and finished it in 1968. Within his education he proved himself to be an active leader, even then he was interested in science, and took part in students scientific club whose head was Sergei Sergeevich Alekseev. In 1972, under the leadership of professor Alekseev, he defended his thesis for the Candidate of Legal Science, and in 1987 – thesis for the degree of Doctor of Legal Sciences.
Victor Dmitrievich dedicated his life to the service for science, to the law for the development of the native country. More than half of the century he devoted to the Department of Theory of State and Law, having gone from the lecturer to the professor and the head of the Department of Theory of State and Law (1998-2022), Vice Rector for Science (1988-2001), Rector of USLU and the President USLA-USLU. Victor Dmitrievich has made a lot for home university, supported versatile innovations, and developed international cooperation. He was there at the origin of the Euro-Asian Law Congress, established by the Association of Lawyers of Russia in 2007. Professor Perevalov made a great contribution to the improvement of Russian legislation, legal practice, the organization of domestic legal science and education. Until the last days of his life, he worked.
The merits of Victor Dmitrievich are marked by various high awards: he was awarded the titles of "Honored Lawyer of the Russian Federation", "Honorary Worker of Higher Professional Education of the Russian Federation", "Honorary Worker of the Prosecutor's Office of the Russian Federation", "Honorary Officer of the Ministry of Internal Affairs of Russia", "Honorary Lawyer of Russia", "Honorary Citizen of the Sverdlovsk Region", awarded the Order of Honor, the Order "For Merit to the Fatherland" IV degree, the Anatoly Koni medal, the medal "For strengthening the state information security system" I degree, the medal "For contribution to the implementation of state policy in the field of education", Honorary Diploma of the President of the Russian Federation, Honorary Diploma of the Kyrgyz Republic, etc.
During his life, Victor Dmitrievich did a lot: he created a strong family, faithfully served his profession. At the same time, he was a very versatile person: from his youth he went in for sports, was an enthusiastic billiard player. V. D. Perevalov treated with care the traditions of his native university and its history. He was one of the ideological inspirers of the reconstruction of the university museum of history, and also for all the years - its scientific consultant.
