The tradition of naming educational institutions existed even in pre-revolutionary Russia — until 1917, schools and universities were given the names of scientists and writers. But the tradition became much more widespread in Soviet times: educational institutions were named after socialist activists, military leaders, heroes of the Great Patriotic War. The tradition of perpetuating the memory of compatriots, which is an important element of the system of patriotic education of young people, has continued today. On February 9, 2022, the Ural State Law University (formerly the Sverdlovsk Law Institute) was named after Veniamin Fedorovich Yakovlev. And recently, the head of Yekaterinburg signed a decree on the assignment of one of the streets of the city named after the famous jurist. Who is he, our hero? Soviet and Russian lawyer, Minister of Justice of the USSR in 1989-1991, Chairman of the Supreme Arbitration Court of the USSR in 1990-1991, Chairman of the Supreme Arbitration Court of the Russian Federation in 1992-1995, Honored Lawyer of Russia, full Knight of the Order of Merit for the Fatherland — this is in short.

The 91st anniversary of the birth of Veniamin Fedorovich Yakovlev is a great occasion to remember the person under whose name students and employees of USLU study and work. A prominent Russian scientist whose scientific activity is devoted to the topical problems of creating a system of state and legal regulation of the market economy of modern Russia. For many years he has been engaged in research in the field of civil law. He was one of the developers of the concept of the Foundations of the civil legislation of the USSR and the Union Republics, the law on property, the new Civil Code of the Russian Federation. He made a significant contribution to the study of the civil law method of regulating public relations. He took a direct part in the formation of the rule of law, the development and strengthening of independent justice in the Russian Federation.

V. F. Yakovlev was born on February 12, 1932 in Petukhovo (now Kurgan region) in a family of workers. In 1953 he graduated with honors from the Sverdlovsk Law Institute with a degree in Jurisprudence. He worked as a teacher, director of a law school in Yakutsk, senior assistant prosecutor of the Yakut ASSR. Since 1963 — at the Sverdlovsk Law Institute, where he held the positions of senior lecturer, associate professor, dean of the Faculty, head of the Department, vice-rector for Academic Affairs.

Since 1987, Veniamin Fedorovich has been engaged in scientific activity, was the director of the Research Institute of Soviet Legislation and the Research Institute of Soviet State Construction and Legislation.

From 1989 to 1991 Yakovlev was the Minister of Justice of the USSR, at the same time from 1990 to 1991 he was the chief state arbitrator of the USSR and chairman of the Supreme Arbitration Court of the USSR. At the end of 1991, he took the position of State Adviser on Legal Policy under the President of the RSFSR.

In April 1992, the Congress of People’s Deputies of the Russian Federation Veniamin Fedorovich was elected Chairman of the Supreme Arbitration Court of the Russian Federation. In January, 2005, when he reached the age limit for the position of judge, Yakovlev’s powers expired.

On January, 31, 2005, by Decree of President V. V. Putin, Veniamin Fedorovich was appointed Adviser to the President of the Russian Federation, and on February, 15, 2005 — representative of the President of the Russian Federation in the Higher Qualification Board of Judges of the Russian Federation. On May, 13, 2008, by Decree of the President of the Russian Federation D. A. Medvedev, he was again appointed Adviser to the President of the Russian Federation.

Yakovlev was a co-chairman of the Board of Trustees of the National Civil Committee for Interaction with Law Enforcement, Legislative and Judicial Bodies, a member of the Presidium of the Independent Organization ‘Civil Society’. He has been actively managing the Association of Lawyers of Russia since its establishment in December 2005.

For more than half a century, Yakovlev combines state and scientific work with active pedagogical activity. Many of his students became candidates and doctors of law.

Doctor of law, professor, corresponding member of the Russian Academy of Sciences, he is the author of more than 150 scientific papers.

Yakovlev’s achievements in state and scientific activities were awarded the Order of Merit for the Fatherland of the I, II, III and IV degrees, the A. F. Koni Medal for Merits in Russian jurisprudence, the Gold Badge of Honor ‘Public Recognition’, the Honorary Civil Order of the Golden Cross ‘For Service to Society’, the Order of Saint Prince Daniel of Moscow II degree. He was awarded the title of ‘Honored Lawyer of Russia’.

Veniamin Fedorovich Yakovlev died on July 24, 2018. But the moral and professional guideline set by his life and work remains the basic one for many generations of lawyers.

The photo shows a unique document seventy years old, which belonged to a 20-year-old student - the record book of Veniamin Yakovlev, who graduated from the Sverdlovsk Law Institute with a degree in jurisprudence in 1953. The exhibit is provided by the Museum of the History of SLI-USLA-USLU.
