The center was established in 2009. The purpose of its creation is to study the issues of reforming, improving the organization and activities of state executive bodies, increasing the efficiency of legal regulation in the field of public service, legal support for the implementation of administrative reform, etc.

Today, the most important research projects of the Center are:
1. preparation and implementation of educational programs for advanced training of state and municipal employees on the implementation of certain state and municipal functions, anti-corruption competence of employees, the introduction of innovative management technologies in state and municipal service;
2. conducting anti-corruption expertise of regulatory legal acts and their drafts;
3. development and independent examination of administrative regulations for the execution of state (municipal) functions and the provision of state (municipal) services;
4. development, scientific and expert support of concepts, methodological acts, individual methods aimed at improving the efficiency of the organization and activities of Executive authorities.
The Center, together with the Department of Administrative Law, takes an active part in the organization of the European-Asian Legal Congress and holds round tables "Modern models of administrative proceedings in the European-Asian legal space" and "Improving the effectiveness of the execution of control and supervisory functions and powers during administrative reforms in the post-Soviet legal space". The annual holding of such events with the participation of representatives of control and supervisory bodies, the judiciary, as well as representatives of the scientific community provides an opportunity to comprehensively consider and discuss specific issues in various areas of public administration.

Since 2011, the Center has been cooperating with the Department for Ensuring the Activities of Justices of the Peace of the Sverdlovsk region, in particular, it conducts consultations and training seminars on the problems of applying the legislation on administrative offenses with the chairmen and executive secretaries of the administrative commissions of municipalities located in the Sverdlovsk region. The seminars discuss complex issues of applying the legislation on administrative offenses, organizing the proper work of administrative commissions, as well as judicial practice in cases of administrative offenses considered by administrative commissions.
During the work of the Center, its leading experts have carried out the following research works:
I. On anti-corruption topics:
· "Preparation of proposals for improving the anti-corruption legislation of the Russian Federation in terms of establishing anti-corruption bans, restrictions and requirements for certain categories of persons" (customer - Ministry of Labor and Social Protection of the Russian Federation, 2018).
· "Development of a methodology for assessing corruption risks in the activities of public authorities and local self-government and a system for managing these risks" (with the support of the Russian Foundation for Humanities, project № 15-03-00542, 2015).
· "Analysis of the departmental normative legal acts of the Ministry of Education and Science of Russia issued in the period from 2004 to 2010 for compliance with the current legislation of the Russian Federation and the identification of corruptogenic factors in them" (customer - Ministry of Education and Science of the Russian Federation, 2011).
· Preparation of annual reports of the Public Chamber of the Russian Federation "On the effectiveness of anti-corruption measures carried out in the Russian Federation and the participation of civil society institutions in the implementation of anti-corruption policy" in 2011, 2012, 2013.
· "Approbation and implementation of specialized educational anti-corruption programs for civil servants" (customer - Ministry of Education and Science of the Russian Federation, 2010).
· "Development of scientific and methodological bases for the analysis of regulatory legal acts and expertise of draft regulatory legal acts on corruption" (customer - Administration of the President of the Russian Federation, 2010).
· "Anti-corruption in public authorities" in the framework of the implementation of the administrative reform in the Tomsk region (customer - Administration of the Tomsk region, 2009).
· Conducting a scientific and legal examination of projects, existing regulatory legal acts of the Yamal-Nenets Autonomous Okrug (including the presence (absence) of elements of a corrupt nature) for compliance with the Constitution of the Russian Federation, federal legislation, the Charter (Basic Law) of the Yamal-Nenets Autonomous Okrug and legislation Yamal-Nenets Autonomous Okrug (customer – Office of the Governor of the Yamal-Nenets Autonomous Okrug, local government bodies of the Yamal-Nenets Autonomous Okrug 2009 - 2016).
· "Development of programs for additional professional education of civil servants on anti-corruption issues" (customer - Ministry of Education and Science of the Russian Federation, 2009).
II. On the implementation of the concept and programs of administrative reform, reducing administrative barriers and improving the quality of public services:

· "Development of proposals for the regulation of the execution of procedural actions by the territorial bodies of the Pension Fund of the Russian Federation in the establishment and payment of pensions at the first level of the pension process" (customer - Pension Fund of Russia, 2012).
· "Analysis of the existing practice of performing the state function of registering citizens in order to find suitable work and unemployed citizens in the constituent entities of the Russian Federation" (customer - Federal Service for Labor and Employment, 2010).

IV. On the implementation of the Federal Target Program "Scientific and Scientific-Pedagogical Personnel of Innovative Russia". 2009 - 2013.
· Conducting scientific research by scientific groups under the guidance of candidates of science on the analysis of the effectiveness of execution and the development of recommendations for improving the legal regulation of the procedure for the execution of state functions of control and supervision in the social spheres of state administration by federal executive bodies "(customer - Ministry of Education and Science of the Russian Federation, implementation period: 2011 - 2013).
· "Conducting research by research groups led by candidates of science to analyze the effectiveness of Federal Executive authorities' implementation of anti-corruption legislation requirements and developing methodological recommendations for assessing the completeness and quality of compliance with the provisions of the anti-corruption legislation by Federal Executive authorities" (customer - Ministry of Education and Science of the Russian Federation ; implementation period: 2011–2013).
