In accordance with the decision of the Academic Council of USLU dated 19.11.2012 (Protocol No. 4), the Center for Legal Expertise and Consulting was established in the structure of the educational organization.

 

The main objectives of the Center are:

1.  ensuring the use of theoretical knowledge, scientific potential and practical skills of scientific and pedagogical workers of the University;

2.  involvement of scientific and pedagogical workers of the University in consulting and forensic activities. 

 

The Center's activities are carried out in the following areas:

1.  carrying out forensic examinations at the request of the judicial investigation authorities;

2.  preparation of scientific and legal opinions on issues requiring special knowledge in the fields of Russian law;

3.  conducting anti-corruption expertise of normative legal acts and draft normative legal acts in cases stipulated by the Russian Federation legislation;

4.  legal consultation;

5.  development of draft normative legal acts and local acts;

6.  conducting scientific and practical seminars;

7.  conducting special psychophysiological studies using a polygraph;

8.  additional professional education in advanced training programs and occupational retraining programs;

9.  subscription legal services for business activities of organizations.

On December 6, 2017, the grand opening of the Lawyer's House took place, which houses the Center's forensic laboratory. The opening ceremony was attended by the Governor of the Sverdlovsk Region Evgeny Vladimirovich Kuyvashev, Deputy Governor of the Sverdlovsk Region Azat Ravkatovich Salikhov, Rector of Ural State Law University Vladimir Alexandrovich Bublik, Chairman of the Board of Trustees of the Sverdlovsk Regional Branch of the All-Russian Public Organization "Association of lawyers of Russia", General Director of JSC "Ural airlines" Sergey Skuratov and members of the Board, as well as Director of the Center Lyudmila Berg. On the opening day of the House of Lawyers, L.N. Berg and leading expert A.V. Antropov held a presentation of the Center.

  

One of the activities of the Center is the production of forensic examinations on the basis of definitions and decisions of judicial and investigative bodies. The center's forensic expertise fully meets the requirements of the current legislation of the Russian Federation. The University Charter provides for the possibility of independent implementation of financial and economic activities, including the production of expertise. The center is included in the list of expert organizations published on the official website of the Arbitration court of the Sverdlovsk region.

 

The most popular type of forensic examinations in the forensic activities of the Center is the technical examination of documents, in particular, the examination of the prescription of filling in the details in the documents. In determining the limitation of the execution of the details in the documents, the experts of the Centre apply the methodology approved by the Scientific-methodical Council of the FBU "Russian Federal Centre of judicial examination at Ministry of Justice of the Russian Federation" according to which such examination is carried out using the aggregate technical, forensic and physical-chemical methods. The use of this method allows you to get more accurate results and conduct a forensic technical examination to establish the limitation period for completing the details in documents, even if there are no free samples for comparative research. When carrying out the examination of the prescription of the details in the documents, the Center's experts use a set of equipment based on the chromatograph Chromatek "Crystal 2000M", purchased by the Center in 2018. Verification of the equipment complex is regularly carried out by a representative of the manufacturer.

 

In 2018, the expert of the Center, Associate Professor of the Department of Criminalistics D.V. Bakhteev at the expense of the University underwent professional retraining at the Educational and Methodological Center for Special Psychophysiological Research "Expert" under the program "The use of a polygraph in the conduct of special psychophysiological research". In 2018, the Center purchased a professional computer polygraph "DIANA" (lie detector) to conduct special psychophysiological research.

 

One of the priorities of the Center is the use of professional knowledge and experience of experts in the educational process. In the course of practical classes, laboratory works and master classes, senior students of the University get acquainted with the methods of conducting forensic examinations of various types, study the structure of special equipment, as well as the principles of laboratory equipment.

 

On April 7, 2018, within the framework of the XVI International scientific conference of students and young scientists "the Evolution of Russian law", a leading expert of the Center A.V. Antopov gave a lecture on "the Practice of forensic technical examination of documents: a specialist's view".

 

The Center's experts take an active part in scientific conferences, symposia, seminars on forensic examinations. In particular, on June 6-8, 2018, the 18th Symposium of Document Research was held at the University of Wroclaw (Poland), in which forensic scientists from Russia, Belarus, Greece, Italy, Lithuania, Malta, Pakistan, Poland, Serbia, the USA, Ukraine and other countries took part. Leading expert of the Center A.V. Antropov and expert of the Center D.V. Bakhteev made a report to colleagues in English on the topic: "Research of anonymous texts".
