Migration registration rules for visa countries
General information
Every foreign citizen, upon entering the territory of the Russian Federation, is obliged to obtain and fill out a migration card.
The migration card is filled in personally by a foreign citizen (legibly, without corrections, in Russian). The purpose of entry for foreign students: “study”.
Upon arrival in the territory of the Russian Federation, a foreign student is required to register at the place of stay within 7 days from the date of arrival.
The registration of a foreign citizen is canceled when leaving the territory of the Russian Federation, as well as when traveling through the territory of the Russian Federation by air, checking into a hotel or hostel, undergoing inpatient treatment in a hospital. Therefore, upon returning to the hostel of the USLU named after V.F. Yakovlev, a foreign citizen must re-register.
A visa is a permit to enter the Russian Federation with a valid identity document of a foreign citizen.
The invitation is the basis for issuing a visa to a foreign citizen to enter the Russian Federation.
To obtain a visa, a foreign citizen must bring a short printed form of an electronic invitation or an original paper invitation to the Russian House. In this case, a single-entry visa is issued to a foreign citizen for up to three months. During this period, it is necessary to enter the territory of the Russian Federation and begin the process of obtaining a multiple-entry visa, which is issued for up to one year.
Registration and extension of the period of stay of foreign students in the territory of the Russian Federation is carried out by the International Cooperation Department of the USLU named after V.F. Yakovlev (hereinafter – ICD).

A) Registering for the first time:
You need to provide the following documents to the ICD (Yekaterinburg, Komsomolskaya Street 23, office 202):
- the original of the identity document;
- the original migration card with a mark of the border control authority on crossing the state border of the Russian Federation;
- original study visa;
- a contract (or a copy of the contract) for the provision of paid educational services (if a contract for paid services has been concluded);
- a certificate of study from the Dean’s Office or the Department of Postgraduate Studies;
- a medical insurance policy valid on the territory of the Russian Federation for the period of validity of the contract.
The conditions of medical insurance must comply with the current legislation and include: outpatient treatment of a sudden illness, accident insurance, hospitalization, transportation to a hospital for hospitalization if necessary, repatriation of the remains of the insured to the place of permanent residence in case of death.
Medical insurance policy is purchased annually at the expense of own funds. Consultation on the registration of a medical insurance policy can be obtained at the ICD at the address (Yekaterinburg, Komsomolskaya Street 23, office 202).
B) Extending registration:
To extend the period of temporary stay 30 working days before the end of the migration registration period, the following documents must be submitted to the ICD:
- the original of the identity document;
- the original migration card with a mark of the border control authority on crossing the state border of the Russian Federation;
- the original of the detachable part of the migration registration notification form with the stamp of the territorial migration authority of the Ministry of Internal Affairs of Russia in Yekaterinburg, valid at the time of enrollment;
- original study visa;
- a contract (or a copy of the contract) for the provision of paid educational services (if a contract for paid services has been concluded);
- a certificate of education from the Dean’s Office or the Department of Postgraduate Studies.
Important!
After completing or terminating your studies at the Ural State University named after V.F. Yakovlev, as well as in case of failure to submit the necessary documents to extend your temporary stay in the ICD, you need to leave the territory of the Russian Federation in accordance with the requirements of migration legislation.
If you do not live on the territory of the hostel of the USLU named after V.F. Yakovlev, you need to regularly provide information about your place of residence in Yekaterinburg or the Sverdlovsk region.
You also need to provide the Dean’s Office and the ICD with information about your contact details (mobile phone number, e-mail address) and the address of migration registration.
In case of a change in the mobile phone number or e-mail address, as well as the migration registration address, you need to notify the Dean’s Office and the ICD within 2 (two) working days.
