The Department of International and European Law of Ural State Law University is the leading national scientific center of the Ural School of International Law, continuing the glorious research traditions of its founder and ideological inspirer Professor Gennady Vladimirovich Ignatenko.

 


The Department is the successor of the Department of foreign state and international law, which was established in 1962 as an independent structural division of the Sverdlovsk Law Institute. The creative symbiosis and warm friendship of colleagues in international law and constitutional law of foreign countries resulted in many joint research projects and made an invaluable contribution to the development of the Ural school of international law.


The first head of the department was Honored Lawyer of the Russian Federation, Doctor of Law, Professor Veniamin Evgenievich Chirkin until 1971. Over the next 27 years (1971-1998), the department was headed by Gennady Vladimirovich Ignatenko - Honored Scientist of the Russian Federation, Doctor of Law, Professor, Vice President of the Soviet (later Russian) Association of International Law, member of the World Association of International Law. From 1988 to 2013, the department was headed by the largest specialist in constitutional law of foreign countries, Honored Lawyer of the Russian Federation, Doctor of Law, Professor Petr Ivanovich Savitsky.

 


Since 2013, the head of the department is Professor, Doctor of Law, Honorary Worker of Higher Professional Education of the Russian Federation, Honorary Worker of the Prosecutor's Office of the Russian Federation, author of major works on international criminal law, the law of external relations and international security Lev Alexandrovich Lazutin. In the same year, the Department received its current name.

 


In 2015, a joint textbook on European law was published, prepared by specialized departments of the University and Kazan Federal University.


The key directions of the department's scientific developments are the issues of the relationship between international and domestic law, international legal personality, implementation of international law, international judicial rule-making, international humanitarian law, international procedural law, international integration law, national integration law.
