The Department of Constitutional Law was established on August 27, 1940. On this day, by order of the Director of the Sverdlovsk Law Institute № 127, the Department of State Law was founded. It was separated from the department of theory and history of state and law and state law that existed before. The first head of the department was Candidate of Juridical Sciences, Associate Professor Lev Samuilovich Galesnik, who acted until mobilization in the Red Army in September 1941.


 

In 1941-1944. the department was headed by Doctor of Law, Professor Yakov Mironovich Magaziner, and in 1947-1953. - Associate Professor Zavzyan Galeevna Enikeeva. In 1953-1959. the work of the department was headed by Dmitry Demyanovich Ostapenko, at that time a candidate of juridical sciences, senior lecturer. In 1954, he was appointed director of SLI and headed the institute for three decades. he handed over the leadership of the Department to the candidate of juridical sciences, associate Professor Veniamin Evgenievich Chirkin.

 


In 1962, the Department of State Law was divided into two: the Department of Soviet State Law and Soviet Construction and the Department of Foreign State and International Law. V. E. Chirkin became the head of the last Department, and associate Professor L. S. Galesnik returned to the leadership of the Department of Soviet state law. Despite the fact that the departments were divided, their research teams continued to work as a single scientific school.


 

On June 22, 1964, the head of the department was appointed candidate of legal sciences, associate professor Yuri Grigorievich Sudnitsyn. He returned from a scientific trip to the GDR, where he taught classes as a visiting professor of the department of theory of state and law at the Humboldt University in Berlin. Yu. G. Sudnitsyn, who defended his doctoral thesis in 1967, headed the department of Soviet state law and Soviet construction for 15 years, until 1979. This period can be called the "golden age" of the department and the entire Ural school of constitutionalists. Yuri Grigorievich - the author of the original concept of national sovereignty and a number of other scientific theories in the field of the national-territorial structure of states - laid down methodological and theoretical and philosophical principles that today distinguish the Ural School of Constitutional (State) Law.


 

In a short time, the department has become one of the leading scientific, methodological and educational centers. During this period, such famous scientists as P. G. Shchekochikhin, M. I. Kukushkin, E. I. Shavlovsky, A. A. Yugov, Yu.I. Skuratov, V. A. Kryazhkov and many others worked at the Department and defended their theses. Great scientific work was carried out at the Department of Foreign State and International Law, which was headed by V.E. Chirkin before his transfer to the Institute of State and Law of the Academy of Sciences of the USSR in 1971. In 1971 – 1998, this department was headed by Doctor of Law, Professor Gennady Vladimirovich Ignatenko, and after that - Doctor of Law, Professor Petr Ivanovich Savitsky.

 


In 1979, after the death of Yu.G. Sudnitsyn, Doctor of Law, Professor Demyan Nikolayevich Bakhrakh, who is also the author of a number of innovative theories in the field of state law, a prominent representative of the Ural School of Administrative Law, spun off from the School of State Law, is elected the head of the department.

 


The first attempt to separate an independent department of Soviet administrative law from the department of Soviet state law and Soviet construction was made in 1973. However, in 1976, these departments were again merged into one. For the second time, the Department was divided in 1989: the Department of Soviet administrative law was headed by D. N. Bahrah, and the duties of the head of the Department of Soviet state law were performed by Doctor of Law, Professor Yu. I. Skuratov (before his transfer to the Central Committee of the CPSU in November 1989).


 

In 1989-1998, the Department of Soviet state law (since October 28, 1991 – the Department of constitutional law) was headed by Mikhail Ivanovich Kukushkin, Doctor of Law, Professor, rector of SUI – USLA. He continued to preserve and strengthen the traditions of the Ural school of constitutional law laid down by his predecessors. During this period, such scientists as A. N. Kokotov, M. S. Salikov, I. V. Vydrin, and S. E. Nesmeyanova defended their doctoral theses.


 

In 1998-2010 the Department of Constitutional Law was headed by Doctor of Law, Professor Alexander Nikolaevich Kokotov. He is currently a judge of the Constitutional Court of the Russian Federation but continues to be a full-time professor of the Department.


 

Since 2010, the department has been headed by Doctor of Law, Professor M.S. Salikov (in 2007–2017, Vice-Rector for Academic Affairs, First Vice-Rector of Ural State Law Academy - Ural State Law University).


 

In 2013, in connection with the reorganization of the Department of Foreign State and International Law into the Department of International and European Law, teachers of the discipline "Constitutional Law of Foreign Countries" were transferred to the Department of Constitutional Law. After more than a half-century break, all constitutionalists - "Russian" and "foreign" - again work together in the same team.


 

The merits of representatives of the Department of Constitutional Law are great not only in the scientific and pedagogical field, but also in state construction. Many of them held and continue to hold high responsible positions at the national and regional levels, for example, S. S. Alekseev was the Chairman of the Committee of constitutional supervision of the USSR; Yu. I. Skuratov - Prosecutor General of the Russian Federation; M. I. Kukushkin - Deputy Chairman of the Central Election Commission of the Russian Federation; E. N. Renov - Deputy Minister of Culture of the USSR, First Deputy Minister of Justice of the Russian Federation, Deputy Chairman of the Supreme Arbitration Court of the Russian Federation; S. N. Ivanov - Deputy Minister of Justice of the Russian Federation; V. A. Kryazhkov - Advisor to the Constitutional Court of the Russian Federation; A. P. Vorobyov - Chairman of the Government of the Sverdlovsk Region; A. N. Kokotov is an acting judge of the Constitutional Court of the Russian Federation and others. A number of our colleagues took an active part in the preparation of the draft Constitution of the Russian Federation of 1993. Among them: S. S. Alekseev, M. I. Kukushkin, Yu. I. Skuratov.


 

Many members of the Department have combined or continue to combine teaching and research activities with administrative work at the University. So, in different years, the heads of its departments and institutes were: Professor P. I. Savitsky-Dean of the Investigative and criminalistic department; Professor Yu. I. Skuratov-Deputy Dean of the Extramural department, Dean of the state law department, Dean of the Judicial and prosecutorial department, Associate professors I.V. Vydrin and A.V. Sivoplyas - Deputy Dean of the Department of Investigation and Criminology; Professor M. S. Salikov - Director of the Institute of Justice; Professor S. E. Nesmeyanova - Dean of the Department of Management and Law; Associate professors A. V. Sivoplyas, I. V. Zakharov, N. E. Kolobaev, M. L. Lomovtsev (Belykh) and A. N. Mochalov - Deputy Directors of the Institute of Justice; Associate professors E. A. Kholodilov and D. M. Evstifeev - Deputy Directors of the Institute of State and International Law; professors P.I. Savitsky and M.S. Salikov - vice-rectors for academic affairs; Professor M. S. Salikov - the first vice-rector; professors D. D. Ostapenko and M. I. As of 2020, 43 teachers work at the department: 9 professors, 26 associate professors, 6 senior teachers and 2 teachers. 10 of these are Doctors of Juridical Sciences and 30 are Candidates of Juridical Sciences. In addition, the department prepares 3 postgraduates in full-time education.

The department has a branch in the Statutory Court of the Sverdlovsk region, on the basis of which scientific and educational events are held with the involvement of students, undergraduates, postgraduate students and doctoral students. Several years in a row on the basis of the branch, members of the Department conducted professional development for judges and staff of the constitutional (statutory) courts of the constituent entities of the Russian Federation. The head of the branch is Associate Professor M. L. Belykh.


 

On the basis of the department, the Center for Constitutional and Municipal Practices, as well as the Center for Electoral Law and Process, have been created and are functioning. The head of both centers is professor of the department S.E. Nesmeyanova.


 

In 2019, the Center for Bioethics and Law of Ural State Law University was established and started functioning. The Director is Associate Professor I. Y. Krylatova.


 

The department plans to create a branch of the department in the Election Commission of the Sverdlovsk Region.
