The Department of Administrative Law was established in 1988 as a result of the reorganization of the Department of State Law and Soviet Construction. Doctor of Juridical Sciences, Professor D.N. Bahrah (who had previously headed the general department of State Law and Soviet Construction since 1979) was elected its head. The Department consists of associate professors T. A. Bochkova, I. N. Ivanov, G. I. Nikitushev, E. N. Renov, I. M. Chemakin, E. M. Zhambieva, N. K. Lipovich, V. G. Nikitin, teacher G. I. Zakharova. In 1990, I. M. Chemakin defended his doctoral thesis, and then received the title of Professor in 1993.


At various times in the Sverdlovsk Law Institute, classes in administrative law were conducted by doctors of legal sciences B.B. Hangeldyev, K.S. Belsky, as well as candidates of legal sciences E.N. Renov, Z.G. Enikeeva, Yu.A. Kopytov, P.A. Petukhov. University teachers and former graduates remember with gratitude these people who did a lot for the development of legal education and raising the prestige of administrative and legal science.

Since 2000, Professor Sergey Dmitrievich Khazanov has been the head of the Department of Administrative Law of Ural State Law University. Over the past time, there has been an almost complete change in generations of the Department’s teachers, a new scientific school is gradually developing. Under the scientific supervision of S.D. Khazanov, associate professors A.V. Vinnitsky, Yu.B. Anikeenko, M.V. Gracheva, senior lecturer S.S. Gorbunov defended their theses. In 2013, A.V. Vinnitsky defended his doctoral thesis on "Public property: issues of formation of administrative and legal doctrine". Over the past five years, 5 candidate and 1 doctoral thesis have been defended at the department, 4 people, after defending their theses, joined the university as department teachers.

The basis of the educational and methodological work of the department is scientific research on topical problems of the theory and practice of administrative law and process.


The main directions of scientific research:

  • issues of legal regulation of the executive power system, status of its bodies, administrative and legal regimes of their activity;
  • theoretical, law-making and enforcement aspects of the institution of administrative procedures;
  • judicial and non-judicial procedures for resolving administrative and legal disputes;
  • legal support for administrative and public service reform;
  • improvement of legislation on administrative offences and research on the effectiveness of its application;
  • legal framework and effectiveness of administrative and legal mechanisms against corruption;
  • improvement of customs legislation and modernization of customs affairs; administrative and legal mechanisms for managing public property and providing public services.

 

Within the framework of these scientific directions, teachers of the department publish monographs, textbooks, educational and scientific-practical manuals, collections of scientific works.

Teachers of the department S.D. Khazanov, N.V. Novoselova, M.V. Gracheva and M.S. Soloviev are independent experts accredited by the Ministry of Justice of the Russian Federation, authorized to conduct an independent anti-corruption examination of regulatory legal acts and draft regulatory legal acts.

A.V. Vinnitskiy, Doctor of Law, Professor of the Department, specializes in the problems of legal regulation of public property management, conceptually deals with the formation and systematization of administrative and economic law and legislation. He supervises the writing of theses and master's theses, the activities of the student scientific society. A. V. Vinnitskiy is a member of the dissertation council for the defense of candidate and doctoral dissertations at the Federal State Budget Educational Institution of Higher Education "Ural State Law University". He is periodically involved in the development and examination of regulatory legal acts of the Eurasian economic Union, the Russian Federation, the Sverdlovsk region and municipalities, is regularly involved in the support and examination of the most complex legal disputes and projects in the Ural region and beyond. He has repeatedly acted as an expert on requests from the Constitutional Court of the Russian Federation.

N.V. Novoselova, Candidate of Juridical Sciences, Associate Professor, has been working at the department since 2000, immediately after defending her candidate thesis under the supervision of Professor D.N. Bahrah. For a long time she was the deputy head of the department, actually coordinating all educational and methodological work, helping young teachers to master all the subtleties of the methodological support of the educational process. Due to her efforts, the Department develops and keeps up-to-date the necessary educational and methodological documents and materials. She participated in the preparation of a number of draft laws in the Sverdlovsk region, the Yamalo-Nenets Autonomous district, and the Tomsk region, as well as in other research projects. Her research interests include the legal and organizational foundations of public service, the effectiveness of administrative and jurisdictional activities, and administrative and legal measures against corruption.

 

D. V. Chermyaninov, Candisate of Juridical Sciences, Associate Professor, specializes in problems of legal regulation of customs affairs. He is the author of two monographs and several textbooks and manuals on customs law, currently working on the preparation of a doctoral thesis.

M. V. Gracheva, Candisate of Juridical Sciences, Associate Professor, coordinator of educational and methodological work at the Department, participated in a number of research projects and grants, periodically participates in the organization and conduct of advanced training courses for state and municipal employees in programs of additional professional education. Sphere of scientific interests – the effectiveness of administrative and jurisdictional activity.

 

Pedagogical activities on the basis of external part-time work at the department are carried out by the candidate of juridical sciences S.S. Gorbunov, teachers E.V. Istomina, L.Yu. Plotnikova, P.A. Pronyaev, T.A. Abramov. Most of them completed full-time postgraduate studies at the University under the supervision of S. D. Khazanov. 

S. D. Khazanov is a member of the Scientific Advisory Council at the Supreme Court of the Russian Federation (since 2014). Over the past ten years, he was a member of scientific advisory councils at the Supreme Arbitration Court of the Russian Federation, the Public Chamber of the Russian Federation, the Arbitration Court of the Ural District, the Arbitration Court of the Far Eastern District, the Arbitration Court of the North Caucasus District, the Arbitration Court of the Sverdlovsk Region, the Sverdlovsk Regional Court, Ural Transport Prosecutor's office, Prosecutor's office of Sverdlovsk region, Department of the Federal Bailiff Service in the Sverdlovsk region. S. D. Khazanov is also a member of the Expert Council of the Ministry of Justice of Russia on monitoring law enforcement in the Russian Federation, a member of the Commission for Coordination of Anti-Corruption Activities in the Sverdlovsk Region, a member of the working group on the preparation of proposals for optimizing state and municipal administration in the Sverdlovsk Region, formed by the order of the Governor of the Sverdlovsk Region.

For productive research work as orders of the Ministry of Justice of the Russian Federation S.D. Hazanov is awarded the medals "For Diligence of the II Degree" and "For Diligence of the I Degree", and the silver medal "For Assistance", Certificate of Merit of the Ministry of Education and Science of the Russian Federation, certificates of merit and letters of thanks of the Supreme Arbitration Court of the Russian Federation, the Arbitration Court of the Ural District, the Sverdlovsk Regional court, the Legislative Assembly of the Sverdlovsk region, the Governor of the Sverdlovsk region.

S. D. Khazanov is a member of the editorial boards of such scientific and scientific-practical journals as "Administrative Law and Process" (Moscow, Deputy Editor-in-Chief), "Russian Law Journal" (Ekaterinburg), "Taxes and Financial Law" (Ekaterinburg), "Russian Law: science, education" (Ekaterinburg), "Economic Justice in the Ural District" (Ekaterinburg).

 

Teachers of the department constantly participate in the preparation of scientific and practical opinions at the request of federal state authorities, including the Constitutional Court of the Russian Federation, the Supreme Court of the Russian Federation, federal, regional and municipal authorities. For the results of the scientific and advisory activities of the department, the university rector has repeatedly received letters of thanks from federal and regional government bodies, including from judges of the Constitutional Court of the Russian Federation, the Ministry of Justice of the Russian Federation, the Ministry of Education and Science of the Russian Federation, the Federal Service for Labour and Employment, Administration of the Yamalo-Nenets Autonomous Okrug, Administration of the Nenets Autonomous Okrug, Administration of the Tomsk Region, executive authorities of the Sverdlovsk Region.

The department maintains scientific relations with leading research teams engaged in the development of problems of administrative law - the sector of administrative and financial law of the Institute of State and Law of the Russian Academy of Sciences, the Department of Administrative Law of the Institute of Legislation and Comparative Law under the Government of the Russian Federation, the Department of Administrative and Municipal Law of the Law Faculty of Voronezh State University, Department of Administrative and Financial Law of the All-Russian State University of Justice, the Department of Administrative and Financial Law of the Peoples' Friendship University of Russia, the Department of Administrative and Financial Law of the Institute of State and Law of the Tyumen State University, etc. Within the framework of cooperation, reviews of the leading organization on doctoral and candidate theses were prepared.


Developing international cooperation, the Department maintains scientific relations with the departments of Administrative Law of the Kyrgyz State University and the Tashkent Law Institute. In particular, teachers of the department took part in international scientific and practical conferences in these universities, reviewed the published educational and scientific literature. 

 

Teachers of the department also take an active part in research work within the framework of the Research Center for Legal Support of Administrative Reform, Legal Monitoring and Anti-Corruption Expertise, the director of which is the head of the Department S.D. Khazanov.
